التحديات التي تواجه نظام تطوير الأداء المدرسي من وجهة نظر التربويين في محافظة شمال الشرقية بسلطنة عمان

This study intended to explore the obstacles that are facing school performance development in the Sultanate of Oman in the aspects of system philosophy, school administration, implementation and the human and material resources and the difficulties impeding achieving planned goals from the perspective of administrative supervisors, principals and teachers in the east north governorate. This study utilized descriptive approach. A survey used to collect data and applied upon a sample of 19 administrative supervisors, 22 principles, and 88 teachers in northeast governorate. The results of the study showed that the overall tool has obtained a total average (3.62 out of 5) considered (large) and in aspects level. The administrative factors obtained highest average (3.68), then executive procedures with an average of (3.68), thirdly, the challenges of material resources with an average of (3.64) and finally the challenges of the philosophy of the school performance system with an average of (3.46) all are significant challenges. The study indicates also that there are some challenges in the implementation process and the financial aspects at the average level. The study recommended principals and development team training about the proper implementation of the school performance tools. The study also recommended that the financial support should be provide to schools to implement the system efficiently and in sufficient way. هدفت الدراسة إلى تحديد التحديات التي تواجه نظام تطوير الأداء المدرسي في سلطنة عمان في مجال فلسفة النظام ومجال الإدارة المدرسية ومجال أساليب وطرق التنفيذ ومجال الموارد البشرية والمادية. والصعوبات التي تحول دون تحقيق الأهداف المرسومة له وذلك من وجهة نظر المشرفين الإداريين ومديري المدارس والمعلمين، في محافظة شمال الشرقية. واستخدمت الدراسة المنهج الوصفي، كما استخدمت الاستبانة. وتم تطبيقها على عينة مكونة من (19) مشرفاً إدارياً و (22) مديراً و (88) معلماً أولاً في محافظة شمال الشرقية. وبينت نتائج الدراسة أن عموم الأداة قد حصل على متوسط كلي (3.62 من 5) بتقدير (كبيرة) وعلى مستوى المجالات؛ حصلت العوامل الإدارية على أعلى متوسط (3.68) يليه الإجراءات التنفيذية بمتوسط (3.68)، وحل ثالثا تحديات الموارد المادية بمتوسط (3.64) وأخيراً تحديات فلسفة نظام تطوير الأداء المدرسي؛ بمتوسط (3.46)، وجميعها بتقدير لفظي تحديات (كبيرة). وإلى وجود تحديات في إجراءات التنفيذ والموارد المالية بدرجة متوسطة واستنادا للنتائج قدم الباحثان جملة من التوصيات والمقترحات؛ ومنها: تدريب مديري المدارس وفريق التقويم الذاتي على التطبيق الصحيح لأدوات نظام تطوير الأداء المدرسي وتوفير الدعم المالي للمدارس لتطبيق النظام بفاعلية وكفاءة. ومناقشة نتائج التقرير الختامي لنظام تطوير الأداء المدرسي في لقاءات تربوية دورية.  الكلمات المفتاحية: التحديات، نظام تطوير الأداء، المدرسي، سلطنة عمان.
